School Board hears report on ISTEP student test results

  Switzerland County School testing coordinator Fred Ross and high school director of guidance Marla Edwards presented the most recent results of the state-mandated ISTEP testing at Monday night’s meeting of the School Board, and although some of the results weren’t what anyone was expecting, there was some positive information as the corporation moves forward.

  Ross said that ISTEP, which will be replaced by a new test in the coming years, has itself drawn scrutiny around the state, noting that as board members looked at the averages from all over the state, in only one category was the state average for students passing that particular area more than 70-percent — and that was 70.5-percent in an area of the elementary testing. If statewide there was no area that saw more than 70-percent of student be proficient in that area, then state officials are probably looking to see if there are things wrong with the test itself.

  For example, Ross noted that in the mathematics portion of the test at the 10th grade level, statewide only 36.8-percent of students were shown to be proficient — so about two-thirds of sophomores in the entire state aren’t at an expected level. He said that can point to problems with the test more than problems with the students taking them.

  Ross and Edwards also informed school board members about steps that all of the schools have taken to strengthen students in areas that show weakness. Ross noted that these scores reflect testing that was done in 2016 — two years ago — and many programs and policies are now being worked on in all four buildings.

  Ross also noted that, when the state determined each school’s ‘letter grade’ as a result of the testing, one of the areas calculated into that formula was what is known as the Growth Domain. In this, scores are looked at with an eye towards whether or not students are doing better or at least staying at the same level as when they took the tests in previous years. He noted that in all four buildings, that Growth Domain number was high. The Growth Domain at Jefferson-Craig Elementary was 89.50; the Growth Domain at Switzerland County Elementary was 79.50; the Growth Domain at Switzerland County Middle School was 83.50; and the Growth Domain at Switzerland County High School was 91.60.

  Ross and Edwards also said that the grade for high schools is calculated differently, with a Multiple Measures Domain also figuring into the equation, at 60-percent of the overall grade. This domain takes into account whether students who don’t finish their high school credits in four years come back and complete high school in the fifth year, along with other things such as graduation rate. Switzerland County High School got the highest point total allowable in those areas, which gave it a 100 in the overall domain.
