Housing project moves forward with purchase of key property


Rising Sun City Council approved a request by Gary Kinnett to purchase a key piece of property for the Rising Sun Redevelopment Senior Housing Project.

Kinnett reported redevelopment had a special meeting last week. Timmy White of White Pine Construction had been denied a loan by the Revolving Loan Fund but agreed to a modified contract in which he will get financing elsewhere.

The new agreement allows for the start of four senior housing units at the corner of Sixth Street and Poplar Street. Two units have been sold, another is in the process according to Kinnett.

Redevelopment has been working on the project since 2012 as part of its Blight Elimination Program.

Phase will now be able to proceed after the purchase of the property owned by Dale Williams at 311 S. Poplar Street. The property had been reappraised with an average of $77,500. Kinnett called it to as the key to the whole project.

Council gave authority to the purchase price plus $2500 in moving expenses and $700 in closing costs.

In other business, council voted not to pursue the purchase of the property at 112 Williams Street, owned by the estate of Marge Adams

Although the city officials believe its a prime area, the property is in the fringe of the flood plain.

Mayor Brent Bascom was looking to get two appraisals for the property. Council had approved one appraisal at its May meeting but could not use a second supplied by the Adams family which had expired.

Council did approve to purchase a parcel of land on Front Street owned by Joanne Hamilton. The city has already built on the property and agreed to pay Hamilton’s estate $18,600 plus closing costs. Since the purchase was less than $25,000, the city did not need to get two appraisals as was required in previous purchases discussed.

Police chief David Hewitt was given the approval to purchase a new police cruiser after the 2006 dodge charge of officer Frank McIntosh has been out of commission. Hewitt has funds in his budget for the purchase.

In final business, resident Bob White returned to question the city’s policy on wood cut up. Mayor Bascom agreed to return to residents putting their name on a list. If their name comes up and they refuse the wood or are not available to receive it, their name will go to the bottom of the list.
